REQUEST FOR EXPRESSIONS OF INTEREST

This request for expressions of interest follows the General Procurement Notice (GPN) for this project titled GENERALO PROCUREMENT NOTICE for State and Local Governance Project (SLOGOR) that appeared in dg market publication of February 16, 2015.

The National Project Coordinating Unit through the Federal Republic of Nigeria has received a grant from the European Union to be managed by the World Bank International Development Association (IDA) for the State and Local Governance Project and intends to apply part of the proceeds of this project to cover eligible payments under the contract for the following consultancy services:

Consultancy Services to carry out the Implementation Completion Report (ICR) for the State and Local Governance Reform Project (SLOGOR)

The main objective of the ICR is to assess the overall performance of the SLOGOR project at completion and determine the extent to which the objectives of the project are realized.

Scope of Work

In order to effectively undertake the ICR, the following tasks are to be conducted by the Consultant:

(i) Description of the project story line, including the operational context, the rationale for the operation, and the relevance of the project objectives during preparation and at completion;
(ii) Assessment of the outcome of project implementation against the agreed objectives focusing on providing evidence of the achievement of the objectives and of the contribution of the supported activities and outputs to the project’s development outcomes;
(iii) Assessment of the key factors and events pertaining to the Bank, Recipients, other partners, and the external environment during preparation and implementation, that affected performance and outcomes;
(iv) Evaluation of the Recipient’s own performance during the preparation and implementation of the project with special emphasis on lessons learned that may be helpful in the future operations;
(v) Evaluate the sustainability of project outcomes after project closure and highlight key factors that will require attention in order to improve prospects of sustainability of reform outcomes.

In light of the foregoing, NPCU SLOGOR is inviting eligible Consulting Firms to indicate interest in providing the above services. Interested Consultants should provide information demonstrating competencies, required qualifications and relevant experience to perform the services. The shortlisting criteria are; (i) Evidence showing the fields of speciality of the Firm (Consultant’s profile/brochures); (ii) Evidence showing that the firm is a legal entity (Certificate of Registration/Incorporation); (iii) Evidence of registration with relevant authorities and professional bodies; (iv) Evidence of technical and managerial capabilities of the firm in the field of assignment; (v) Description of similar assignments carried out in the past; (vi) Availability of appropriate skills among staff, and essential technology etc. For each project performed, the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, setting forth the World Bank’s policy on conflict of interest. In addition, the following specific information on conflict of interest related to this assignment, namely Bank policy requires that Consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Where firms are associating, the submission must include  evidence of association from all the parties.

A Consultant will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 2011.
