The Program Operations Manual (POM) is the central guide for implementing the Nigeria HOPE-GOV Program, which combines a Program-for-Results (PforR) financing approach with an Investment Project Financing (IPF) technical assistance component. It outlines the operational rules, responsibilities, and procedures required for effective Program delivery at Federal and State levels.
