
The Program Operations Manual (POM) is the central guide for implementing the Nigeria HOPE-GOV Program, which combines a Program-for-Results (PforR) financing approach with an Investment Project Financing (IPF) technical assistance component. It outlines the operational rules, responsibilities, and procedures required for effective Program delivery at Federal and State levels. The POM provides guidance on procurement, financial management, monitoring and evaluation, environmental and social safeguards, risk mitigation, and accountability.
It explains how Disbursement-Linked Results (DLRs) will be independently verified and details the protocols that verification agents must follow. The manual also defines the roles of key stakeholders, including federal ministries, state ministries, UBEC, SUBEBs, oversight committees, and the National Program Coordination Unit (NPCU).
Additionally, the POM incorporates the Program Action Plan (PAP), which addresses gaps in government systems and strengthens transparency, reporting, and internal controls. Overall, it ensures consistent, coordinated, and results-driven implementation nationwide.
